The Board shall act as an entire group. The Board may establish standing committees in order to further its business. The purpose of a standing committee of the Board is for the assigned Board members to work with the Superintendent and the Superintendent’s Cabinet to provide counsel and feedback on items presented from the agenda.
Ad hoc committees may be created by the Board to carry out specific functions where deemed advisable and expeditious. Such committees shall be disbanded upon completion of their assignments.
Regardless of the number of Board members in attendance at a Board committee meeting, a committee meeting is only a committee meeting. The only action taken must be consistent with the powers as defined in the various Board committee policies.
Committees shall have no power to commit the Board or District to any course of action, except as specifically directed by the Board. Unless otherwise directed by the Board, they may act only in a deliberative, advisory or investigatory capacity. All recommendations of committees shall be presented and acted upon by the Board at regular or special Board meetings. Written minutes of the committees shall be communicated to the Board. Board members assigned to a committee should be prepared to summarize committee discussions and to communicate the substance of such discussions to the full Board at any regular or special meeting of the Board where the subject matter of the committee meeting is discussed.
Public notice shall be given for all Board committee meetings in accordance with established procedures and requirements of law. Board committee meetings are subject to the Iowa open meetings law.
Generally, an invitation for public comment will not be extended to citizens in attendance at committee meetings. The opportunity for citizen input will be provided during regular Board meetings, as outlined in Board Policy 204.15 Community Participation.
A complete and accurate set of minutes for each committee meeting shall be recorded under the direction of the committee chairperson.
Written minutes of each meeting shall be prepared as soon as possible. Draft copies of the minutes shall be provided to the committee members for their approval.
Copies of approved committee meeting minutes will go to all Board members for their information and will be filed in the Board Secretary’s Office. Final committee minutes on file with the Board Secretary are public records but are not published.
There are three standing Board committees:
Board Student Achievement Committee
This committee consists of at least two, but not more than three, Board members who shall work with the Associate Superintendent and other appropriate administrative team members.
The primary duties of the Student Achievement Committee shall be to:
- Review student achievement-related topics on which the Board will be voting.
- Review student achievement strategies and recommend benchmarks to assess success in meeting goals included in the District Strategic Plan.
- Evaluate the effectiveness of high school graduation requirements and policies on preparing students for post-secondary education or work upon graduation.
- Review programs and strategies to serve and challenge all students.
- Perform such other duties as the Board may direct.
Board Finance and Facilities Committee
This committee shall consist of the Board Treasurer and at least two, but not more than three, Board members.
The primary duties of the Finance Committee shall be to:
- Review a multi-year plan for maintenance projects within the District.
- Review and make recommendations regarding construction/renovation projects.
- Review and update finance-related policies.
- Review key financial benchmarks to assess success and cost-effectiveness to meet goals through the Strategic Plan.
- Perform such other duties as the Board may direct.
Board Policy Committee
This committee shall consist of at least two, but not more than three, Board members who shall work with the Superintendent and other appropriate administrative team members.
The primary duties of the Policy Committee shall be to:
- Work cooperatively with the Superintendent and Board Secretary to review, update and keep
current the District’s policies. - Hear and rule on parent appeals related to open enrollment, discipline, within-district transfers, and graduation.
