Open Enrollment is the process by which parents/guardians residing in an Iowa school district may enroll their children into another Iowa school district under the conditions and timelines set out in Iowa law and the rules of the Iowa Department of Education. Parents or guardians requesting Open Enrollment in or out of the District must complete the Iowa Department of Education’s Open Enrollment Application Form. The completed form must be filed with both the resident and the receiving district on or before March 1 of the year preceding the school year for which open enrollment is desired. Certain “good cause” circumstances defined by state law may allow for late-filed applications.
An open enrollment request for a prospective kindergarten student and preschool students with a special education IEP must be filed with the receiving district by September 1 of the school year of enrollment into kindergarten or preschool.
Applications are processed in accordance with Iowa’s Open Enrollment law. This policy provides a general overview of the Open Enrollment process, but may not address every circumstance. The District will follow Iowa law and regulations in approving or denying applications.
The Board delegates to the Superintendent the authority to approve Open Enrollment applications, including regular applications filed on or before March 1, kindergarten applications filed on or before September 1, and late-filed applications where good cause exists or where the resident district also approves. Absent good cause or approval from the resident district, the District has an obligation to deny late-filed applications.
