Notice for Board Meetings

Public notice of regular or special meetings, including work sessions, of the Board shall be provided by
posting the agenda on a bulletin board at the Educational Service Center, 627 4th Street, Sioux City, IA
51101, or another prominent place clearly designated for posting agendas, and at the site of the Board
meeting in accordance with Iowa’s open meetings law. Notice shall be given at least 24 hours prior to the commencement of each meeting, including, where required by law, a reconvened meeting, and shall
include the time, date, and place of the meeting, and the tentative agenda. Notice shall be provided to the news media and may be provided to others, who have filed a request for notice with the Board Secretary. For electronic meetings, the notice will provide information on how to access the meeting, such access to be provided to the extent reasonably possible.

When a closed session item is on the tentative agenda, the notice shall include a brief statement of the purpose of the closed session.

All informational materials, reports, and documents submitted for the Board’s review will be available to the public at least 24 hours in advance of the meeting.

Notice of the call of a special meeting shall be given to each Board member electronically and either in
person or by registered letter at least 24 hours before the meeting. The notice shall specify the time, date, place, and purpose (tentative agenda) of the meeting. Attendance at the special meeting shall constitute a waiver of notice.

An emergency meeting may be called with less than 24-hour notice when it is necessary for the Board to meet and when 24-hour notice is impossible or impractical. In an emergency, when it is not possible to give 24 hours’ notice, the Secretary will notify the media who have requested notification, by telephone, email, or fax, and post the meeting notice, as far in advance of the meeting as possible. The nature of the good cause justifying a departure from the normal notice requirements for emergency meetings or when the meeting must be held at a place not reasonably accessible to the public, or at a time that is not reasonably convenient to the public, shall be stated in the meeting minutes.

All applicable notice requirements will be followed for meetings of Board committees, including committees created by a vote of the Board pursuant to resolution or motion to provide recommendations to the Board, and for all meetings of committees that are attended by a majority of the Board.
