School-sponsored and school-approved activities that occur on District property are an important part of the school program and are provided for the enjoyment and opportunity for the involvement they afford the students. When public attendance at these activities heightens student enjoyment and opportunities, it is encouraged. Public attendance does not heighten students’ opportunities unless the public displays mature behavior and good sportsmanship, complies with the Board’s policies, and obeys the instructions of District employees or agents.
Spectators will not be allowed to substantially interfere with or materially disrupt the enjoyment of the participating students, or other spectators, or the performance of District employees, agents or officials supervising the school-sponsored or school-approved activity.
The following behaviors substantially disrupt and materially interfere with District-sponsored and/or District approved activities, and will not be tolerated:
- Conduct or speech that is directed in an abusive or unsportsmanlike way at participants, officials, sponsors, or other spectators.
- The use of vulgar or obscene expressions or actions of any kind.
Any spectator displaying such behavior on District property may be requested to vacate the property by a District employee or agent whose duty it is to supervise the use of the property, or by a law enforcement officer. If the event is a school-sponsored activity, the school shall make every effort to have a responsible supervisor on the premises in addition to the coach.
The Board or Superintendent or Acting Superintendent may issue a no-trespass notice to any spectator who has violated this policy, informing them that they may not enter or come onto a District-owned property. This notice shall advise the spectator of the District’s right to exclude the individual from District property and shall advise the spectator of the duration of the exclusion. If the spectator disobeys the Board’s notice without justification, law enforcement officers may be contacted and asked to remove the spectator.
Nothing in this policy shall restrict the Board, its employees or agents, from seeking at any time other legal remedies available to property owners under the city, state, and federal laws and regulations.
Nothing in this policy shall be construed to limit the authority of the school, its agents or employees, to maintain order and discipline on school premises, and to protect the well-being of students and staff, the public, and school property.
