Student Special Health Services

The Board recognizes that some students need special health services during the school day to participate in an educational program. These students will receive special health services in conjunction with their educational program. For students who are eligible for special health services as part of an Individualized Educational Program or under Section 504 of the Rehabilitation Act of 1973, the school health services must comply with any additional or differing requirements imposed by those laws based on a specific child’s needs.

The Superintendent, in conjunction with licensed health personnel, will establish administrative regulations for the implementation of this policy. Such regulations must address the following:

  • Licensed health personnel shall provide special health services under the auspices of the school;
  • Prior to the provision of special health services, specified documents must be on file;
  • Licensed health personnel, in collaboration with the education team, shall determine the special health services to be provided and the qualifications of the individuals performing the special health service;
  • Licensed health personnel shall supervise the special health services, define the level of frequency of supervision, and document the supervision;
  • Licensed health personnel shall instruct qualified designated personnel to deliver and perform special health services contained in the individual health plan. Documentation of instruction, written consent of personnel as required in Iowa Code section 280.23 and periodic updates shall be on file at the school; and
  • Parents shall provide the usual equipment, supplies, and necessary maintenance of the equipment,
    unless the school is required to provide the equipment, supplies, and maintenance under the Individuals
    with Disabilities Education Act Iowa Administrative Code Section 281—Chapter 41 or Section 504 of the
    Rehabilitation Act of 1973. The equipment shall be stored in a secure area. The personnel responsible for the equipment shall be designated in the individual health plan. The individual health plan shall designate the role of the school, parents, and others in the provision, supply, storage, and maintenance of necessary equipment.
