Teaching Controversial Issues

In training for effective citizenship, it may be appropriate for students to study controversial issues. In considering such issues, the District recognizes the students’ right to:

  • Study a controversial issue that has political, economic, or social significance.
  • Have access to relevant information.
  • Study under competent instruction in an atmosphere free from bias and prejudice.
  • Form and express individual opinions on controversial issues.

The approach of the teacher to controversial topics must be both impartial and objective. (See Board Policy 503.13 Freedom of Expression).
