The Board supports the use of monitoring systems on school buses to maintain a safe environment for students and employees.
Student Records
The content of the monitoring systems (video or audio) may become part of a student’s education record when such content is directly related to a student and is maintained by the District. In such an event, the record will be subject to Board policy and administrative regulations as well as state and federal laws regarding student records. If the content of the recording becomes the subject of a student disciplinary proceeding, it may be treated like other evidence in the proceeding. Parents may request to view a video record of their student if the video record becomes part of their student’s education record.
Notice
The District will annually provide the following notice to students:
“The Sioux City Community School District Board of Education has authorized the use of monitoring systems on District buses. The monitoring systems will be used to maintain a safe environment. Students and parents are hereby notified that the content of the recordings may be used and retained in a student disciplinary proceeding or for other matters as determined necessary by the administration.”
The following notice will also be placed on all school buses equipped with a monitoring system.
“This vehicle is equipped with a digital video security system for your protection.”
“Video cameras record both video and audio information.”
Review of Recordings
The District shall review the recordings when necessary as a result of a reported incident and the District may review recordings regularly for prevention of negative behaviors.
Viewing recordings that have become part of a student’s education record will be in accordance with the Student Record policy.
Monitoring Systems
Determination of how monitoring systems will be used and which school buses will be equipped with monitoring systems will be made by the Superintendent in consultation with the Building Principals and Transportation Supervisor.
Student Conduct
Students are prohibited from tampering with the monitoring systems. Students found in violation of this policy shall be disciplined in accordance with the District’s Student Code of Conduct or other applicable Board policy and shall reimburse the District for any repairs or replacement necessary as a result of the tampering.
