The District has established boundaries for each of its attendance centers (attendance centers and boundaries are viewable on the District’s website—http://www.siouxcityschools.org). Each elementary attendance center feeds into one of three middle/high school attendance centers: East, North, and West (“feeder system”).
Therefore, maintaining the integrity of the boundaries to these attendance centers and feeder systems is important to the efficient operation of the District for many reasons, among them: (1) the need to project student enrollment at attendance centers on a long-range basis, (2) it is in the best interest of students to maintain academic continuity in one attendance center and in one feeder system, (3) maintaining balanced feeder systems enhances equity in academic and activity offerings, performance, and competitions reduce barriers to community development, and promotes school pride, loyalty and community support, and (4) failing to maintain boundary integrity effectively allows the choice of an attendance center unrelated to residency, eroding the benefits of these boundaries for those who abide by the Board’s boundary policy. Therefore, parents, legal custodians, and/or guardians are required to enroll their child(ren) in the attendance center(s) within the boundary of their residence, except under such limited and specific conditions as may be granted at the discretion of the District as follows.
Within-District Transfer Requests
Parents, guardians, and/or legal custodians of District students may request a transfer for their child(ren) to a different attendance center for one of the reasons hereinafter listed. Transfers may be granted only if classroom space is available at the attendance center for which the transfer is requested. If space is available, within-District transfers may be granted only as outlined in AR501.8.
Applications
Parents, guardians, and/or legal custodians wishing to apply for a within-District transfer for their child must make a written application to the District using procedures established in AR501.8. The District retains the sole discretion to approve or deny such applications.
Duration/Revocation of Permits
If approved, the student will be granted a permit which will allow them to remain in the new attendance center for the remaining grades offered at that center unless the transfer permit is sooner revoked. Transfer permits may be revoked due to discipline or attendance problems. A recommendation for revocation of a transfer permit must be approved by the Superintendent’s designee.
Transportation
Students permitted to transfer within the District will not be provided transportation by the District to the approved attendance center (or reimbursed). (This provision does not apply to those transfers granted pursuant to the Individuals with Disabilities Education Act, the McKinney-Vento Homeless Education Act, or other state or federal laws or regulations).
Appeals
Appeals of District decisions under this policy may be made following the procedures described in AR501.8.
